Council removes De Bono amendment from Telecomspackage

The Council of the European Union voted against including amendment 138 in the new Telecomspackage. Amendment 138 (the De Bono amendment), was aimed at removing the possibility for the controversial ‘three strikes you’re out’ legislation (also known as graduated response). The De Bono amendment was adopted by the European Parliament, but was not taken onboard by the Council.


The Council’s Common Position will now be forwarded to the European Parliament. This will automatically trigger a Second Reading at the European Parliament (expected to be concluded in April 09).
